Para el caso de la pignoración de rentas o ingreso de las entidades territoriales y sus entidades descentralizadas, la Superintendencia Bancaria adoptará las medidas prudenciales para asegurar la calidad de la cartera de las instituciones financieras, al igual que la forma como deberán calificarse los respectivos créditos, en aquellos casos en que las entidades territoriales y sus entidades descentralizadas comprometan sus ingresos utilizando este tipo de garantía.
