Autorízase al Gobierno Nacional para realizar los traslados presupuestales, elaborar los créditos y contracréditos, celebrar los contratos y tomar las decisiones necesarias de acuerdo con sus capacidades presupuestales para el cabal cumplimiento de la presente ley.
