Artículo segundo. Los contratos que celebre o garantice el Gobierno Nacional en desarrollo de esta ley requerirán para su celebración, validez y perfeccionamiento del cumplimiento de los requisitos establecidos en el Decreto 222 del 2 de febrero de 1983, o normas que lo modifiquen o adicionen.
