Artículo Tercero. - La incorporación de los funcionarios a los cargos de mayor grado previstos en el presente Decreto se hará en orden al escalafón vigente de los cargos de la misma denominación y del grado inmediatamente inferior. Agotado este mecanismo podrá proveerse con funcionarios de otros grados o denominaciones que reúnan los requisitos exigidos para el desempeño del respectivo cargo.
