El Plan Nacional de Contingencia tiene como objetivo general servir de instrumento rector de las entidades públicas y privadas del Sistema Nacional de Gestión del Riesgo de Desastres para el diseño y realización de acciones dirigidas a la preparación y la respuesta integral frente a incidentes por pérdida de contención de hidrocarburos y otras sustancias peligrosas en áreas marítimas, continentales, insulares y fluviales del país.
