El Distrito Especial de Bogotá continuará con la facultad de organizar su catastro y podrá establecer, con base en el avalúo catastral de la propiedad, las tarifas ordinarias del impuesto predial y tarifas diferenciales del mismo, de acuerdo con la zonificación, y sin perjuicio de lo dispuesto en los artículos 94 y siguientes de la Ley 81 de 1960. Las tarifas que señale el Concejo requerirán para su validez, la ratificación posterior del Gobierno Nacional, y no se apartarán de los límites máximo y mínimo que señale la ley.
