El Gobierno Nacional, por conducto del Gobernador del Atlántico está obligado a distribuir antes del veinte de julio de 1981, las estampillas de que trata esta Ley, en sus distintas emisiones y valores, y para los diversos usos que se desprenden del texto de las presentes disposiciones.
