Artículo único. El artículo 13 del Decreto 0239 de 31 de enero de 1959, quedará así: "Artículo décimotercero. Los cargos de que trata el artículo undécimo serán provistos de personal nacional o extranjero en la medida en que el servicio del Departamento lo requiera. El Jefe del Departamento queda facultado para contratar los servicios de técnicos cuando lo estime necesario para el buen funcionamiento de la dependencia a su cargo. Los contratos que celebre deberán tener el visto bueno del Consejo, y ajustarse a los trámites legales usuales para esta clase de obligaciones".
