Toda construcción se hará de acuerdo con los planos elaborados por la Dirección de Ingeniería, Sanitarias y aprobados por la División de Tuberculosis, ambos del Ministerio de Higiene.

Con tales requisitos las construcciones podrán hacerse por administración directa o por contrato.
