La suma necesaria para llevar a cabo la realización de los estudios, planos, construcción, etc., de esta vía, será incluida en la ley de apropiaciones, o tomada de la global que se incluya en la misma para carreteras, ministerio de obras públicas. En todo caso, ampliamente queda facultado el gobierno para financiar la obra, abrir créditos o verificar traslados con este fin.
