Articulo primero. Los nombramientos en propiedad de los Registradores de Instrumentos Públicos, cuando no se realice concurso de selección, se efectuaran así

El de la Capital de la Republica y los de las Capitales de Departamentos, Intendencias y Comisarías, por el Gobierno Nacional;

Los de las oficinas Secciónales y los Delegados, por los Registradores de la respectiva cabecera del circulo, con aprobación del Ministerio de Justicia, de Candidatos que les enviara la Superintendencia de Notariado y Registro.
