En virtud de que la partida de que trata el artículo anterior, no alcanza a ser incluida en el presupuesto de 1960, se autoriza al Gobierno Nacional para hacer las correspondientes traslaciones del Presupuesto, a efecto de darle el destino que de que trata el artículo anterior; o contratará los respectivos prestamos con el mismo fin.
