El aporte de que tratan la Ley 61 de 1979 y el presente Decreto, es el acto administrativo por medio del cual el Ministerio de Minas y Energía inviste a una empresa comercial e industrial del Estado del orden nacional de la facultad de explorar y explotar las reservas carboníferas que puedan existir en el suelo o el subsuelo de una zona determinada. Dicha facultad se otorga para toda la vida económica de los yacimientos.;
