Art. 9. ° Los Colegios ó Institutos públicos que hoy día disfruten del privilegio de conferir grados, y los que reciban subvención del Tesoro Nacional, seguirán en el goce de estos beneficios mientras se conserven en las mismas ó mejores condiciones que las actuales.

El Gobierno podrá fundar, fuera de la capital de la República, nuevos establecimientos de educación, donde lo juzgue conveniente.
