El Gobierno podrá aumentar hasta cinco mil (5.000) hombres, en cualquier tiempo, el personal militar de la Policía Nacional en las categorías de Agentes, Cabos, Sargentos, Alféreces, Subtenientes y Tenientes, para atender a las necesidades de servicio y a la mejor conservación del orden público. Podrá así mismo disminuir personal militar en relación con las mismas necesidades.
