Los productos medicinales que tengan estupefacientes en su composición y que no estén sometidos por los gobiernos de los países productores a las restricciones de las drogas heroicas, no podrán ser licenciados. Exceptuándose las preparaciones en cuya fórmula entre codeína o dionina en dosis inferiores al 10%, si se trata de soluciones o jarabes, y al 0.1% si las preparaciones son secas.
