El Gobierno nacional en cabeza del Ministerio de Educación Nacional y el Departamento Nacional de Planeación podrá fortalecer el mantenimiento y mejora de la infraestructura física, dotación, tecnológica y didáctica para el funcionamiento de las escuelas normales superiores oficiales ubicadas en municipios de quinta y sexta categoría, con el objetivo de fomentar el desarrollo regional y local y cerrar brechas en el acceso a la educación superior.
