° De acuerdo con las autorizaciones especiales de que está investido el Ministro de Correos y Telégrafos, los nombramientos de personal se harán únicamente por decreto, excepto los de Carteros de Correos y Telégrafos, los de Cabos de Guardas y Guardas de las líneas Telegráficas y los de Conserjes de oficinas, que se nombrarán por medio de resoluciones ministeriales. Las licencias, sus prórrogas y las permutas también se aprobarán por medio de resoluciones firmadas por el Ministro.
