Las condecoraciones serán otorgadas por una junta que estará integrada de la siguiente forma: Por el señor Alcalde de Santa Marta, el Presidente, el Vicepresidente y el Secretario del Concejo Municipal de esta ciudad. Dicho Secretario a la vez será el Secretario de la Junta anteriormente conformada.
