° En desarrollo de la función asignada al Consejo Superior de Comercio Exterior de recomendar al Gobierno Nacional la política general y sectorial de comercio exterior, dicho organismo deberá impulsar medidas que regulen las actividades tendientes a promover el desarrollo integral de las zonas fronterizas. Así mismo, deberá procurar la formulación de una política general para las zonas fronterizas que propicie el desarrollo de acuerdos a nivel bilateral con los países fronterizos teniendo en cuenta los criterios señalados en el artículo 11 de la Ley 7 de 1991 y las características propias de cada una de las fronteras.
