Concepto de la planeación del control fiscal. Para el cumplimiento y desarrollo del presente decreto, se entiende por planeación del control fiscal el proceso permanente y armónico encaminado a promover el desarrollo de los elementos, instrumentos, conceptos, actividades y parámetros de la vigilancia de la gestión fiscal.
