Artículo 14. Creación y naturaleza jurídica. Créase el Fondo del Plan Nacional de Desarrollo Alternativo -Fondo Plante-, como una cuenta especial del Departamento Administrativo de la Presidencia de la República, sin personería jurídica, administrada como un sistema separado de cuentas.
