Artículo tercero. Las exenciones que conceda el Consejo Administrativo de los Ferrocarriles Nacionales sólo deben comprender el valor de los fletes férreos en las empresas ferroviarias de propiedad de la Nación, sin incluir conexiones con las carreteras, ni servicios de cargue y descargue.
