Campo de aplicación: Por medio del presente decreto se establece el régimen general de prestación del Servicio Portador de que trata el Decreto-ley 1900 de 1990.

Parágrafo

El Servicio Portador de que trata este decreto, no podrá ser utilizado bajo ninguna figura para transportar los servicios de Telefonía Pública Básica Conmutada de Larga Distancia Nacional e Internacional, salvo que quien solicite el servicio sea un operador habilitado para ello.
