Las cuencas hidrográficas en que se asienten las comunidades negras beneficiarias de la titulación colectiva se constituirán en unidades para efectos de la planificación del uso y aprovechamiento de los recursos naturales conforme a reglamentación que expida el Gobierno Nacional.
