º . Autorización de Registro Inicial. La autorización de Registro Inicial de Matrícula por incremento, deberá tramitarse ante el Ministerio de Transporte adjuntando un estudio técnico que demuestre la necesidad del incremento de la capacidad de carga instalada en el país. El ingreso por incremento de la capacidad de carga instalada en el país será definida por un comité técnico conformado por el Ministro de Transporte o su delegado, el Ministro de Comercio, Industria y Turismo o su delegado, y el Director del Departamento Nacional de Planeación o su delegado. Los parámetros y condiciones bajo los cuales el interesado en el registro inicial del vehículo nuevo debe presentar el estudio, serán determinados por el comité a que se refiere el presente artículo.
