Art. 12. Las órdenes para gastos o pagos de fondo del impuesto, serán dadas por el Presidente de la Junta bajo en responsabilidad i conforme al procedimiento que ésta acuerde. Por tanto, ninguna otra autoridad podrá disponer de la renta de este impuesto como recurso fiscal en ningún caso.
