Artículo quinto. El inmueble, que ha de servir para la casa-cárcel debe reunir las condiciones de higiene, seguridad y capacidad de alojamiento exigidas para cumplir los objetivos de todo establecimiento carcelario. Para tal efecto la Dirección General de Prisiones emitirá el correspondiente concepto.
