ARTICULO 22 . Planta global. La Dirección de Impuestos Nacionales tendrá un sistema de planta de personal global y flexible, que consiste en un banco de cargos para toda la entidad que debe distribuir el Director, en función de las necesidades del servicio, entre las distintas dependencias o municipios y ubicar a los funcionarios en las mismas.
