Sobre todas las deudas de cualquier clase contraídas a favor del Gobierno Nacional y distintas de aquellas para las cuales otras leyes estipulen tasas diferentes, se cargarán intereses a razón del doce por ciento (12 por 100) anual. Este interés del doce por ciento anual comenzará a devengarse desde la fecha en que la deuda se haga exigible.
