La presente ley tiene por objeto modificar la Ley 769 de 2002 y reglamentar el uso del cinturón de seguridad de tres puntos para todos los vehículos de Servicio Público de Transporte Terrestre Automotor Especial en las zonas urbanos y rurales del país, cuyo objeto sea la prestación del servicio de transporte escolar o de estudiantes entre el lugar de residencia y un establecimiento educativo u otros destinos que se requieran para realizar las diferentes actividades programadas por un plantel educativo.
