Autorízase expresamente al Gobierno para dictar todas las disposiciones reglamentarias y de coordinación que sean menester para la ejecución del Código Penal, y para resolver con fuerza obligatoria las dudas que ocurran sobre las cuestiones de jurisdicción y demás procedimentales relacionadas con aplicación del mismo Código. Las resoluciones del Gobierno tendrán carácter transitorio y se someterán al Congreso en sus sesiones inmediatas.
