Todo lo relacionado con la distribución, recaudo, manejo e inversión de la contribución de valorización por obras nacionales, estará a cargo del Concejo Nacional de Valorización y de la Dirección Nacional de Valorización, esta ultima como dependencia del Ministerio de obras Publicas, de conformidad con lo dispuesto en los artículos 3º y 6º del Decreto legislativo 1604 de 1966 y los artículos 32 a 35 del Decreto 3160 de 1968.
