En caso de que las citadas partidas no se incluyan en el Presupuesto de la respectiva vigencia, el Gobierno las incluirá en los presupuestos adicionales que elabore y en todo caso se le autoriza para hacer las operaciones presupuestales o de crédito necesarias para el cumplimiento de esta Ley.
