°. Definición . La urgencia evidente de que trata el literal h), del artículo 7°, del Decreto-ley 468 de 1986, contempla todo tipo de contratos que por necesidades actuales o previsibles de orden público, seguridad nacional o calamidad pública, no permita el tiempo necesario para adelantar los trámites de la licitación pública o privada o del concurso de méritos. La urgencia deberá ser concreta, inmediata, objetiva y fácilmente comprobable.
