ARTICULO 5o. Las Asambleas Departamentales podrán gravar, con destino a la asistencia social, hasta con un diez por ciento (10%) las loterías de otros Departamentos, pero en ningún lugar de la República se podrá estorbar la circulación de las loterías nacionales.
