Otros incumplimientos . Cuando el transportador cambie el medio de transporte por otro perteneciente a la misma o a otra empresa transportadora o cambie los precintos sin dar cumplimiento a 1º previsto en el artículo 18 del presente Decreto, se le impondrá una multa de diez (10) salarios mínimos mensuales legales vigentes por este hecho, sin perjuicio de la efectividad de la garantía por no finalizar el régimen
