La designación de Delegado del Registrador Nacional del Estado Civil no podrá recaer en quien haya sido elegido para cargo de elección popular o hubiere actuado como miembro de directorio político en los dos (2) años anteriores a su nombramiento, o sea pariente él o su cónyuge del Registrador Nacional del Estado Civil o de alguno de los miembros del Consejo Nacional Electoral hasta el cuarto grado civil de consanguinidad o segundo de afinidad.
