Artículo I. Mientras ley especial no señale la cuantía del impuesto de tonelaje, éste se cobrará así: dos pesos ($ 2) por cada tonelada de productos que se descargue de los buques que hacen el comercio de importación y un peso ($ 1) por cada tonelada que se descargue de los que hacen el comercio de cabotaje o el costanero.
