Las Asambleas Departamentales quedan facultadas para crear ó suprimir Provincias, teniendo en cuenta el mayor incremento de los intereses locales. Si de un acto de creación ó supresión se quejare algún vecindario interesado en el asunto, la resolución definitiva corresponde al Congreso.
