Autotízase al Gobierno para que por medio del contrato ó por administración haga elaborar al destinada exclusivamente para el consumo de los Departamentos del Cauca, Valle y Nariño y para transportarla á los mismos lugares.

Parágrafo

Les contratos que para estos efectos se celebren podrán durar hasta un año, y se hallan por licitación pública, previo llamamiento con treinta días de anticipación.
