Todo individuo puede pedir certificados a los Jefes o Secretarios de las Oficinas, y los primeros los mandarán dar si el asunto de que se trata no fuera reservado. Si lo fuere, el certificado se extenderá, pero se reservará en la oficina hasta que cese la reserva y pueda entregársele al interesado.

De los certificados se dejará copia en un libro de papel común.
