Para incrementar los recursos financieros que demande el desarrollo urbano planificado del país, se crearán las estructuras necesarias para operar un mercado secundario de hipotecas y se adecuarán las normas que rigen al Banco Central Hipotecario, al Instituto de Crédito Territorial y al Instituto de Fomento Municipal.
