Art 28. Las corporaciones, empleados ó funcionarios públicos que dejen de anular las estampillas incurrirán en una multa del doble del valor de cada estampilla que dejen de anular, multa que impondrá el inmediato superior. Se hace extensiva á los empleados que menciona este artículo la disposición de que trata el artículo anterior.
