El poder Ejecutivo dividirá el servicio de Correos y el de Telégrafos en Circunscripciones que faciliten la oportuna rendición de las cuentas. Cada Circunscripción tendrá su capital, y a la oficina que en ella se establezca corresponderá el examen, fenecimiento e incorporación de las cuentas de las oficinas subalternas de la circunscripción.
