En caso de que alguna o algunas de las citadas Cámaras de Comercio o Sociedades de Agricultores no remitieren oportunamente los votos de acuerdo con el artículo 3° y con el artículo 6° de este Decreto, se procederá al escrutinio de los votos recibidos antes de las cuatro de la tarde por la Secretaría del Banco de la República, siempre que se halle recibida la mitad más uno de los boletines que según este decreto deben remitir aquellas Sociedades y Cámaras.
