Art. 2º Según se alteren, cesen o permanezcan los hechos apuntados en el considerando 3º de este acto, el Gobierno podrá, ó bien aumentar ó disminuir los derechos creados por el presente Decreto, o bien reemplazarlos con un impuesto pagadero en oro.
