Adiciónase el Presupuesto de Rentas y Recursos de Capital de la vigencia fiscal de 1986, en la cantidad de un mil setecientos cinco millones de pesos ($ 1.705.000.000) moneda corriente, que con base en el Certificado de Disponibilidad número 12 de marzo de 1986, por valor de $ 1.775.000.000, del cual se incorpora la suma de $ 1.705.000.000.
