Asóciase la Nación a la celebración del primer centenario del nacimiento del ilustre colombiano señor don José Eusebio Caro, quien nació en la ciudad de Ocaña, del Departamento del Norte de Santander, el día cinco de marzo de mil ochocientos diez y siete, y se recomienda su vida como digna de imitarse por todo buen patriota.
