°. Adiciónase el artículo 8° del Decreto 798 de 1941 en el sentido de que los pasaportes a que él se refiere también podrán expedirse a las personas indocumentadas. Tal expedición quedará sujeta a la misma reglamentación establecida por el artículo 8° que se adiciona, y se efectuará previa comprobación fehaciente de la nacionalidad colombiana del peticionario y bajo la absoluta responsabilidad del funcionario expedidor.
